Small Business Loans Association (SBLA)A Small Business Loans Association (SBLA) is an organization that may access an interest-free revolving line of credit that they may use to administer loans of up to $15,000 for new and existing businesses. The Small Business Loan Association program encourages diversification of the Saskatchewan economy and supports community economic development by making funds available. Benefits of the SBLA include preservation and growth of business in the region, which is critical to population retention and, in turn, vital for school and hospital retention. Any one business is eligible for the maximum $15,000 SBLA loan, including any entrepreneur that has experienced difficulty in obtaining traditional means of financing. However, businesses not eligible for assistance include those engaged in direct farming, exploration (e.g. mining and resource extraction), residential real estate, and multilevel marketing. Charitable organizations also do not qualify for assistance. Gateway REDA continues to administer two small business loan associations that offer financial assistance to both new and existing businesses that are creating jobs, adding services to our communities, and helping entrepreneurs within the Gateway REDA region trading area. These associations include the Gateway REDA SBLA, and the R.M. of Moosomin SBLA Co-op Ltd. Loans are available up to a maximum of $15,000 at 7% interest with a maximum three-year term. Please note that the newest version of Adobe Reader is likely needed in order to view and/or fill in the form. Seasonal Tourism Placemat AdvertisingGateway REDA's summer and winter placemats feature a map of the region, highlighting all of the seasonal attractions from the Gateway region on the front, along with a calendar of events for Wapella, Welwyn, and Moosomin and area on the back. There are approximately 30,000 placemats printed each season and are distributed free of charge to area restaurants, service stations, area attractions, community events, tourist centres and local communities. The ads are 1.4 inches wide and 1.2 inches high and are printed in full color. The World-Spectator will use an existing ad copy of your business or will design one for you. The cost of an ad is $199.00 (includes GST). Placing an advertisement on the placemat will increase the awareness of your business in the community and result in higher customer traffic.

Greetings ProgramWhat is the Gateway REDA Greetings Program?Whenever there is a new baby, newlywed, new individual, or new business in the region, the Gateway REDA Greetings Promoter will stop by to welcome (or congratulate) the individuals into the community and region and assist them with any questions or concerns they may have about the area. Each individual will then receive a freshly-baked pie and a welcoming gift basket of promotional items supplied by the participating businesses in the region. The Gateway REDA Greetings Program helps to promote our rural community as a great place to work, live and raise a family. The program promotes and markets participating businesses in the Gateway REDA Greetings Program, and it is also used to establish community partnerships. The program is also an opportunity for businesses to attract new customers and clients. What may be included in the Gift Basket?The participating businesses may include anything they wish into the gift basket. Various items may include promotional items, gift certificates, coupons, magnets, business cards, menus, or whatever else the business considers beneficial in promoting their business. What is the cost for a business to participate in the Program?For each visit the Promoter makes to welcome new babies, newlyweds, new individuals or businesses, a participating business is charged a mere $2.00 per visit. Each business is required to sign a contract and will be billed every three months. Each business is required to provide promotional items to go into the gift basket.

Keep the dollars circulating in the community & region: 60% of the Greetings Program earnings goes towards the Gateway REDA Program Administration, which is then invested back into community development throughout the community and region.

Government ProgramsBusinesses and industries interested in locating to the Gateway REDA area can benefit from funding sources and training programs that are available. The following section outlines these incentives and programs.
The Saskatchewan Government Growth Fund#1210 - 1801 Hamilton St. This program is designed to stimulate the economy by investing capital in Saskatchewan businesses on commercial terms. The source of this capital is foreign investors who wish to immigrate to Canada. Their substantial financial commitment provides significant economic benefits to Saskatchewan by helping businesses grow and diversify and by creating or maintaining employment.
The Saskatchewan Opportunities Corporation#600 - 2103 - 11th Ave. This program focuses on in-province value-added manufacturing and processing, with emphasis on export-oriented and import-replacement projects. SOCO will not participate in businesses that would have a negative impact on existing businesses in the province, and they will not participate in any retail or service sector financing unless strong community support is demonstrated.
Agri-food Equity FundRoom 202, 3085 Albert St. This program is a $35-million fund for equity investment in viable value-added agri-food enterprises.
Agri-Food Innovation Fund Regina, SK This program is a $91-million fund designed to support the development of emerging primary and value-added agriculture sectors by providing assistance for research, development, and infrastructure needs, and to facilitate transition to a more market-driven economy for the agri-food industry.
Canadian Adaptation and Rural Development Program in Saskatchewan (CARDS)P.O. Box 21038 The Canadian Adaptation and Rural Development Program in Saskatchewan (CARDS) is designed to provide the province's agriculture and agri-food sector with tools to acquire and use knowledge, skills, and ideas to take advantage of changes affecting the sector under six program areas (industry and rural resource development, businesses development activities: new products and markets, capital equipment purchases, strategic fund initiative, value-added development, and environmental stewardship).
The Canadian Agricultural Rural Communities Initiative (CARCI)500-303 Main St. The Canadian Agricultural Rural Communities Initiative (CARCI) was established to enhance the sustainability of agricultural rural communities, particularly those affected by the changes in the agriculture sector. CARCI had been allocated $9.3 million over three years from the Canadian Adaptation and Rural Development (CARD II) Fund. The initiative responds to CARD's rural development priority.
Farm Credit Corporation (FCC)1800 Hamilton St. Farm Credit Corporation's (FCC) mission is to enhance rural Canada by providing specialized financial services to farming operations - including farms and small- to medium-sized agribusinesses - with an emphasis on personalized service. FCC offers a wide range of flexible financing products and services supporting farmer-controlled diversification initiatives and value-added operations beyond the farm gate. FCC also delivers joint programs and services with government agencies and other financial institutions.
Canada Small Business Loads Program Phone: (613) 954-5540 The Canada Small Business Financing (CSBF) program was created to help small businesses reach their potential by making it easier for them to get term business improvement of fixed assets for new or expanded operations. The CSBF program is a loan guarantee program delivered by financial institutions across Canada.
Business Development Bank of CanadaBank of Canada Building The Business Development Bank of Canada (BDC) offers innovative financial services that address the unique needs of today's small- and medium-sized businesses.
Municipal Financial Corporation of Saskatchewan619 - 2350 Albert St. The Municipal Financing Corporation of Saskatchewan was established to assist in making capital funds available for the financing of school, hospital, and other essential construction and local improvement projects in cities, towns, villages, and rural areas throughout the province.
Labor Sponsered Venture CapitalThis is an investment vehicle that allows employees to invest in their company and receive special tax credits.
Education and Health Tax AbatementsAll manufacturers and food processors receive an education and health tax abatement.
Tax IncentivesThe province has special tax incentives for manufacturing and high technology companies involving sales taxes and research and development tax credits.
Manufacturing & Processing Profits Tax ReductionSaskatchewan-based manufacturing and processing firms can have their corporate income tax rate reduced to as low as 10%, depending on their allocation of income to Saskatchewan. Find out more: [link]
Manufacturing & Processing Investment Tax CreditThis is a refundable income tax credit equal to 5% (current PST rate) of the total capital cost of eligible new and used manufacturing and processing building, machinery, and equipment purchases made during the year, including installation costs. Research and Development Tax CreditThe Research and Development Tax Credit is a non-refundable credit equal to 15% of qualifying research and development expenditures incurred in Saskatchewan. This program complements a federal tax credit of up to 35% for Scientific Research and Experimental Development costs. Find out more: [link]
Film Employment Tax CreditThe Saskatchewan Film Employment Tax Credit is a tax credit for up to 55% of eligible labour costs. Eligible labour expenditures are limited to 50% of the total cost of a film production. Find out more: [link]
Saskatchewan Petroleum Research IncentiveCredits towards the remission of royalties and taxes are available for 50% of eligible research costs directly involving the Petroleum Technology Research Centre (PTRC), plus 30% of any remaining costs directly involving the PTRC and all other eligible research costs. Incentives for Enhanced Oil Recovery (EOR)Substances injected into oil-bearing formations for EOR purposes are exempt from Provincial Sales Tax and Fuel Tax. Find out more: [link]
Potash Production IncentivesRetroactive to January 1, 2005, there is a 10-year tax holiday from base payments on expansions of potash mines which exceed productive capacity of 200,000 tonnes of potassium chloride per year. The depreciation rate on capital expenditures in excess of the base (defined as 90% of 2002 capital expenditures) is set as 120%. Find out more: [link]

Employment and Training Incentives
JobStart/Future SkillsEmployers in designated industry sectors may receive up to $1,500 per employee to retrain existing staf in order to maintain or increase competitiveness. Funding of up to $5,000 per employee is available to employers in growth sectors of the provincial economy for training workers who were previously unemployed. Find out more: [link]
Financial Incentives
Agriculture Development Fund (ADF)3085 Albert St. The ADF is designed to support research and development to assist in the development of an innovative, diversified, and competitive agricultural and value-added economy in Saskatchewan. There are three programs under the ADF: the Research and Development Projects Program, the Agri-Value Program, and the Strategic Research Program with the University of Saskatchewan. Under the Research and Development Projects Program, funding support of up to 100% of eligible costs is provided to agriculture and agri-food research and development projects. The Agri-Value Program provides project funding to a maximum of $20,000 for activities related to the development of value-added agricultural products.
Advancing Canadian Agriculture and Agri-Food Saskatchewan (ACAAFS)ACAAFS is a federally-funded program aimed at positioning Saskatchewan's agriculture and agri-food sector at the leading edge to seize new opportunities. The program is delivered under three "pillars": (1) Industry-led solutions to emerging issues ($100,000 maximum funding); (2) Capturing market opportunities by advancing research results ($500,000 maximum funding); and (3) Sharing information to advance the sector ($100,000 maximum funding). Value Chain ProgramUnder the Value Chain Program, funding support is available for eligible costs incurred in the development of value chains that contribute to the growth and diversification of Saskatchewan's agriculture industry. The concept development stage (Phase I) of the project may be funded to a maximum of $30,000; maximum funding for the implementation stage (Phase II) is $70,000. Find out more: [link]
Meat Processing Investment RebateA 15% investments is available to firms for establishment or expansion of slaughter and processing facilities and/or for upgrades from health inspected or provincal status to federal or EU status. Find out more: [link]
Canada-Saskatchewan Farm Stewardship ProgramUnder this program, producers can receive a maximum of $30,000 for implementation of Beneficial Management Practices on their farms. Find out more: [link]
Co-operative Development Assistance Program (CDAP)The CDAP is designed to encourage the development and expansion of co-operative enterprises. New co-operatives and co-operatives considering an expansion into new areas of business activity are eligible for up to $10,000 to cover eligible expenses.

Saskatchewan First Nations and Métis Economic Development ProgramThe Saskatchewan First Nations and Métis Economic Development Program provides grants to qualifying First Nations and Métis businesses. Find out more: [link]
First Nations TrustThrough the First Nations Trust, portions of the profits generated by the Saskatchewan Gaming Corporation and the Saskatchewan Indian Gaming Authority (SIGA) are distributed to Saskatchewan First Nations on a per capita basis. Beneficiary First Nations have discretionary spending authority within 12 broadly-defined criteria, one of which is economic development. Find out more: [link]
Community Development CorporationsCommunity Development Corporations (CDCs) receive 25% of the net profits generated by the four casinos operated by SIGA. CDCs may make payments to First Nations and non-First Nations organizations within a defined catchment area determined by the Board of each CDC based on 10 criteria, including economic development. Clarence Campeau Development FundThe Clarence Campeau Development Fund (CCDF) provides funding support for Métis businesses, community economic development initiatives and assistance for the development of the management skills of new and existing Métis business owners and entrepreneurs. First Nations and Métis FundThe First Nations and Métis Fund is focused on making investments between $1 million and $3 million in Aboriginal owned or controlled businesses in Saskatchewan's key strategic growth sectors: value-added agriculture, advanced technology, energy, mining, forestry and forestry developments, and manufacturing, as well as Aboriginal-themed tourism.
